When she was 18 months old, her mother passed away during the flu epidemic and she was raised by her maternal grandmother, Mary Watson and her Uncle Bill Watson. Both her maternal and paternal grandfathers immigrated to West End, Montana to work on the railroad between Livingston and Bozeman before homesteading in the Sedan area. She married Delmer Moore in 1938 and they spent 40 years farming north of Belgrade in the Pass Creek/Menard area where they were active in many community and Belgrade activities. After Delmer's death she married Don Burton and they spent several years traveling, fishing, bowling and enjoying many activities before his death. Cleo was an avid bowler and an ace bridge player. In fact, she was playing bridge two weeks before her death. She was a 50 year member and Past Worthy Matron of Belgrade Chapter No. 85 Order of the Eastern Star.
